PSB Imposes New Rules on National Sports Federations

Introduction to the New Term Rules 2025

The Pakistan Sports Board (PSB) has taken a significant step in shaping the future of sports governance by implementing the new ‘Term Rules 2025’. These rules are part of an ongoing effort to align with the National Sports Policy 2005, aiming to bring clarity and structure to the leadership roles within national sports federations. The initiative is designed to ensure transparency, accountability, and fair practices across all sports organizations.

Key Provisions of the Term Rules 2025

One of the most notable aspects of the new rules is the designation of the President as the highest office within any federation. This means that alternative titles such as Chairman, CEO, or any equivalent position will no longer be acceptable. This move is intended to standardize leadership structures and prevent confusion or misrepresentation of roles.

Another critical provision is the maximum age limit for any office bearer, which has been set at 70 years. Once this age is reached, the individual’s position will automatically become vacant. Additionally, the rules prohibit any person from holding a position in more than one federation simultaneously. Federations have been given a 90-day period to adjust their constitutions to meet these new requirements.

Structure and Implementation of the Rules

The “Term Rules 2025” consist of six main clauses and twenty-four sub-clauses, making them comprehensive and detailed. These rules are effective immediately, meaning that all federations must adhere to them without delay. Under the new framework, an official can serve a maximum of two terms, each lasting four years, resulting in a total tenure of eight years in any given office.

Furthermore, the rules stipulate that individuals who have held senior positions cannot run for lower-level posts. This prevents potential conflicts of interest and ensures that leadership roles are accessible to a broader pool of candidates. If a position becomes vacant during a term, it must be filled through an election, and the new tenure will count toward the overall eight-year limit.

Consequences of Violations

In the event of any violations, the Director General of PSB is empowered to initiate an inquiry. If misconduct is confirmed, the individual may face a ban ranging from four to six years. During this period, the person will not be eligible for financial support, grants, facilities, consultative roles, or any form of membership or benefits.

If violations are not addressed, the Director General may recommend legal or administrative action to the government. Repeated violations could lead to lifetime disqualification. To maintain transparency, PSB will create a central database and publish a list of disqualified individuals on its official website.

Appeals and Non-Compliance Measures

Affected individuals have the right to submit a written appeal to the Panel of Adjudicators, which will handle the case under the relevant clauses of the “Code of Ethics and Governance in Sports”. Failure to comply with the rules may result in the cancellation of a federation’s registration and the suspension of government funding.

These measures underscore the PSB’s commitment to upholding high standards of governance in Pakistani sports. By enforcing these rules, the board aims to foster a more equitable and transparent environment for all stakeholders involved in the sports sector.
